Open exchange shell and wait for a while：

Past the command：

Import-RecipientDataProperty -Identity "test2c" -Picture -FileData ([Byte[]]$(Get-Content -Path "C:\photos\brucelee.jpg" -Encoding Byte -ReadCount 0))

Open ADSI edit

Open outlook to make sure if photos display.
